On my final turn, I played my only Band of Misfits as Embargo. At the end of the game, the log claims I still have my Band of Misfits, and I have -1 Embargoes.

Those 'impossible numbers' games happen rarely, and now we have a good indication what may cause those scenarios. I could load your game and would also get the -1 Embargo count at the end of the game.
