It is wrong that Estate Inherited as Outpost (2nd edition) did give an extra turn. The condition "If this is the first time you play Outpost this turn," same as of Crossroads which correctly interacts with Inheritance, requires the specific card name. The Event doesn't give it to Estate. See clarifications on the Wiki (http://wiki.dominionstrategy.com/index.php/Outpost).
You are correct, that is a bug. I've added it to the known bugs card list.
