tl;dr someone slow played me, i logged in on my phone and ran some errands. two+ hours later s/he resigned. is this normal that people do that? i'm pretty new to this game.

It happens, from time to time. Best idea is to resign, blacklist that player and move on. For most people the lost time is the most previouis resource, not any ranking they may lose.
When people do this, they get banned after a short time. And banned players don't count in the rankings. So save your time and resign. Once they are banned the game won't count on your ranking anyway.
THIS is the reason I kick live people from my tables and play bots only. People are jerks.
