I lurker gained an Inn and could not topdeck 3 Margraves and 2 Inns, it only let me topdeck one each. The cards seem to stack, and it's reproducible too. I haven't tested other scenarios but they used to not stack.

It seems to happen when the Inn is gained from the trash, as in your case with Lurker.
