If there are accounts that have been banned by 20+ players from different IPs then there is a very good reason for that.
Those accounts should be added to a universal blacklist that players can avoid.
At least there should be an option for only playing against paid accounts.

I'd agree with that with one qualification: friends shouldn't be blocked by such an option.
