When two players tie for the most points, but one has played fewer turns, that player wins. Is an extra turn from Fleet counted for this?

The Outpost FAQ specifies that its extra turns do not, but I don't see a ruling on Fleet.

Can you adjust the Coin of the Realm so that it will always ask if Diadem is in the player's hand? It isn't a common situation, but potentially a player would want those actions for extra coins.

Game 349978 on oregon:  Log initially reported that bot started with Hovel, Necropolis and Overgrown Estate and then reported that it started with the three estates. It never reported what I started with.
