The "if the previous turn was not yours" condition is not being enforced. See example at turn 14 of game 99842654

Pirate ship worked properly most of the game, except on Turn 14 for player O, when they were unable to attack w pirate ship, they could only profit. Choosing the attack option didn't do anything. :o
