I had a close game going with LR, the score being about 15-15, when he started repeatedly using his Recruiter cards each turn to trash cards and accumulate Actions. At the end of the game, he had only one card left (a Recruiter), 0 points, and 47 Actions banked. Although I like to beat LR, I'd prefer it wasn't in this fashion!
