Smugglers and Encampment/Plunder, might be a bug

The previous person played an Encampment without reveling a gold nor a plunder, causing it to be returned after his turn. Then ended his turn with buying a Plunder.
When I'm playing Smugglers, I can't gain a Plunder. Is this due to it's covered by Encampment? or is this a bug?

Smugglers, like any gain card that doesn't specify a special source of the gaining, only can gain from the supply. And you can only gain the top card of a supply pile. If the card is not on top of its supply pile (maybe that pile is empty, or it was a unique Knight, or, in your case, the other card of the split pile is now at the top of that pile), then Smugglers can't gain that card.

It will probably happen a lot more often the other way around (player A gains the last copy of the top card of a split pile, then opponent can't smuggle it because now the bottom card is on top), but your example is not different in principle.
