Disconnecting before starting the game doesn't let the other player force resign

I just had the following happen to me in a game:

We start, my opponent goes first
He requests to undo 0 moves. I couldn't see why, but just allowed it
We go back to seeing our decks with the start game prompt
He immediately disconnects
At no point do I get the usual "Make x resign?" prompt, it just leaves me in that game, forcing me to resign to leave the table.
