Moat doesn't block Tormentor

I looked at this game. You revealed Moat on a few turns to the opponent's Tormentor and the hex didn't affect you.

But it still flipped a hex from the deck and showed you the image of the hex like it would if you had been hit by it. Flipping the hex is supposed to happen even if all other players block the attack.
