Player deliberately stalling, dis/reconnecting after giving up

I was playing a game with gajiganga in which gajiganga had given up.  gajiganga ended up disconnecting/reconnecting every few minutes to play a treasure to stall the game.  Please have this user dealt with appropriately.  The transcript at the end of the game is below:
