Insanely low amount of games to reach level 64

One user, who is in top 10, has played merely 59 games to reach level 64. This is quite an insane accomplishment I'd say. Is there a document that provides how the rating system really works? I thought it was based on relative level, that is, if I beat someone who has lower rating, I do get some points but not as much as someone with lower rating will get if they beat me. So to achieve level 64 in 59 games, you must have played with top players and won almost all of those games, isnt it? Just curious!

In this case of the player with only 59 games, my assumption would be that it is an alt of another player, who made sure (no idea how) that they only played good opponents.
