Can't Ban/Dislike Cards

I have a few cards Banned and some disliked. But when I try to add more it doesn't let me. However, I can add any card to liked cards just fine, or remove a banned one then put it back. Can this be fixed so I can add a few more cards to the lists? I don't think I'm at the maximum.

You can have up to 5 cards and 3 landscape cards (Event, Landmark, Project or Way) in any list. You can't add more of each type.
