Not an in-game bug, but there should be a "+" before the $1 symbol in the text.

Horn of Plenty has the opposite problem, it should not have a + before the $1 symbol.

I'm guessing these changes haven't been released yet?  I refreshed, and I'm still seeing 0.12.14, and no changes to text.

Yes. In general when we say something has been done or solved, it will only show up for you as such no earlier than in the next release.
