Discard keep disappearing, reappearing

Been happening in most of my games - sometimes my discard pile will vanish, then show up again later.

I've had this happen to me twice, most recently during one player's turn in #136 on Frankfurt - test. Seems to happen any time Council Room makes me draw.

yes, this is not related to a specific card. Certainly on our radar though.
