Game doesn't end when 3 piles are empty but get refilled

I am pretty sure the game ends when 3 piles empty during a turn even if the piles are refilled (here Curses, Peasants and Mills; Peasants got exchanged), but it didn't.

This is done correctly. 3 piles need to be empty at the end of turn and if Peasants are returned such that 3 piles are not empty, the game continues.
