People who abandon games

We really need a better way to deal with people who hastily abandon games without resigning.  For example, reducing the timeout delay if they 'leave the table' down to 2 minutes before rejoining (does rejoining even work?).

It should be no longer than one minute. Value the time of players who are actually in the room, please.
