No Bots?

Every time I try to start a table, a bot fills the other seat. I don't want to play bots. But I can't figure out how to bar them. What gives?

You have to wait for another Player to join your table before you click ready. If you click ready before another Player joins your table everyone at the table is ready so the game is started and empty seats are filled with bots.
