cemetery doesn't give the user an option to trash when they are affected by haunted woods and have a hovel in their hand.
It give the prompt to resolve top decking from haunted woods and trashing the hovel from buying a victory card, but regardless of which you choose to resolve first you are unable to trash from cemetery.
That is a consequence of the wordings of the respective cards. It ultimately boils down there being a subtle timing difference between effects that trigger when you
buy a card, and effects that trigger when you
gain a card.

As you can see, both Haunted Woods and Hovel trigger when something is
bought. That's why they work "at the same time", which you observed: You can choose the order between trashing the Hovel or topdecking due to Haunted Woods.
In contrast, Cemetary works when it is
gained, which can happen by buying, of course, but also via other ways.
The important part is that those "when you buy" effects happen
completely before any "when you gain" effects for the same card bought! That's written down in the Hinterlands rulebook:
QuoteMany cards in Hinterlands do something "when you gain" or "when you buy" that card or another card.
• When you buy a card, you first buy it, then gain it. So, for example, if you have Haggler in play and buy Embassy, you first resolve Haggler's "when you buy" ability, then gain Embassy, then resolve Embassy's"when you gain" ability.
That sounds a little strange and is a subtle difference, that you ran across. In your example, just buying the Cemetery caused Hovel and Haunted Woods to trigger. You didn't gain the Cemetery yet, so Cemetery's own ability hasn't triggered yet, so the game doesn't offer it to you. No matter how you choose, you will have topdecked your remaining cards in hand due to Haunted Woods before you actually gain the Cemetery.
When you do so, it isn't really ginving you something to do (you have no cards in hand), so the option isn't even presented.
There are a lot of phenomena that you end up or resigned without permission during the game. The opponent's player name is also unknown.
