Fellowship of Scribes describes its effect as triggering "After playing an Action". However, the option to spend a Favor to draw with Fellowship of Scribes occurs in between the play effects of Capital City - right before optionally discarding two cards for $2. I have heard (but haven't substantiated) that there is a similar timing issue with Artificer.
There is likely a similar problem with every card that allows you to implicietly end it by e.g. clicking on the next Action to play. Hamlet is another case where it happens, that Artificer is affected makes sense as well. I'll bump the error up, to make it clear that this is happening over a variety of cards.
