Unable to play quartermaster 2 times at the start of the turn when it is 'doubled' by specialist. Encountered this in game 114221243
Thanks for the report. The situation seems to be related to several Quartermasters being in play, some played mutliple times, and a certain order to do their effects next turn. I've added your game to the list of games that are affected by this, hopefully it will help figure out the root cause.
