Title: Watchtower Reaction with Haunted Woods

Game 1263841, turn 17.

Opponent has Haunted Woods in play. I buy a Gold with Watchtower in hand and should be given option to topdeck the Gold but it skipped right to order for me to return cards to my hand.

That behaviour is correct. Haunted Woods triggers on buy, which happens before Watchtower's on gain.
