not sure what's happening, but on game 7721684 the band of misfits played as a warehouse ends up gaining a warehouse instead and triggering the buy phase
Highway reduction means nothing costs less than Band of Misfits (BoM).
So when you play BoM with only 1 action left it ends your action phase.
You then clicked warehouse, so as you are in buy phase it is gained.
