Currently the text on the university card says 'Nimm eine Karte, die bis zu 5 kostet' which means you must gain a card. Correctly, card should say: you may gain a card, which is the way it is also implemented in dominion.games.

The correct translation would be (copied from DominionStrategyWiki):

Du darfst eine Aktionskarte vom Vorrat nehmen, die bis zu $5 kostet.
