Leaderboard not loading, and player ranks displaying as 38.75

Right now, I'm seeing the leaderboard fail to load, and whenever there's a match, both player's ranks are showing up as 38.75.

Had a game where ratings got displayed as 38.75, but leaderboard seems to load okay for now.

It's the second time it's been reported in the last 1-2 days, I'll ask if there is something new going on.

The answer from breppert in response to the first report:

I'm not certain why it's happening, but I suspect it is related to some infrastructure changes we are in the process of making (at the moment the ratings service is not in the same data center as the game service, increasing latency between the services) that should be completed in the next few weeks.
