In game #128858447 turn 10, you'll see the following log:

Turn 10 - Americant
Am starts their turn.
Am draws a Rats. (Rope)
Am trashes a Copper. (Rope)
Am plays a Black Market using Way of the Ox.
Am gets +2 Actions.
Am plays a Rats.
Rats is enchanted by Enchantress
Am draws a Swamp Shacks.
Am gets +1 Action.

Since Rats was the second action played in the turn, it shouldn't be enchanted.

It's a known, but unfortunately not yet fixed bug with the interaction of Ways and Enchantress.
