Shouldn't Displacing a Potion allow picking up potion-priced cards up to Potion+2 ?

No.  The Potion card costs 4, so you can gain a card costing up to 6.

If you were to Displace a Vineyard, which does indeed cost a Potion, you would be able to gain a card costing up to 2+Potion.
